【摘要】 认证是促进情报分析专业化与职业化建设的有效手段。美国执法界建立了制度化的情报分析师认证机制：一是确立了认证规则，鼓励所有参与情报流程的执法人员均应接受符合最低标准的情报培训且予以认证，并通过立法明确在联邦调查局(FBI)担任特定级别岗位的情报官必须是认证注册的情报官员；二是建立了认证标准，明确了认证机构标准、认证程序标准，形成由“审查机构、审查程序、申请程序、考试机制、重新认证、职业伦理、隐私保护、协作环境与职业发展支持”等要素构成的认证机构标准，以及由“认证申请、资格审查、背景调查、认证考试、重新认证”等环节构成的认证程序标准；三是认证制度标准在具体的认证项目中得到贯彻实施，形成较为系统而成熟的规程与做法。以目标定位(为何建)、建设路径(怎么建)、建设内容(建什么)为分析框架，镜鉴美国执法情报分析师认证机制，主要有如下启示：一是目标定位方面，通过认证机制助力情报分析师专业化与职业化建设；二是建设路径方面，执法机构“定标掌舵”,社会力量“摇桨划船”;三是建设内容方面，严格认证程序与内容标准，把好能力水平审查与考核关。更多还原

【Abstract】 Certification is important for the institutionalization of the analyst profession within the law enforcement community. The United States has established an institutionalized certification mechanism for law enforcement analysts. First,law enforcement officers involved in the intelligence process should be certified by an agency or organization,and are required to hold specific ranks in the FBI. Second,it has established certification standards,including certification organizations standards which consist of “review board, review process,application process,testing process,recertification process,professional ethics,privacy policy,collaborative environment and support mechanisms”,and the certification procedure standards composed of “certification application, qualification examination, background investigation, certification test, and recertification process”. Third,the above certification systems and standards have been effectively implemented in specific certification projects,and eventually formed a more mature procedure. In the framework of target( why),path( how) and content( what),the US intelligence analyst certification mechanism has the following implications: The first is target orientation,which can promote the development of specialization and professionalism through the certification mechanism; The second is the construction path,where law enforcement agencies are responsiblefor “setting the standard and steering”,the public participate in “paddle rowing”; The third is the construction content,which includes strict certification procedures,competency testing and assessment procedures.更多还原
