【摘要】 2021年4月，古共八大选举产生了以迪亚斯-卡内尔为第一书记的中央委员会，领导班子完成了新老交替，在老一辈领导人的支持下政局实现了平稳过渡。古巴全国人民政权代表大会通过了一系列重要法律，经济社会模式更新进入新的深化阶段。2021-2023年间，古巴党和政府试图实现货币和汇率的统一，但遭受严重挫折，未能取得成功。最近三年，美国对古巴的封锁加剧，加之受新冠肺炎、俄乌冲突的影响，古巴经济困难重重，人民生活水平下降，不满情绪增加，爆发了两次较大规模骚乱。古巴党和政府采取了一系列措施，局势趋于稳定。古共中央和古巴全国人大先后召开多次会议，确定主要任务是稳定宏观经济、纠正经济扭曲现象和重振遭重创的经济。外交方面，古巴既坚持发展传统友好关系，同时寻求与拉美国家推进一体化与合作，并在坚决维护自身主权安全的基础上保持策略的灵活性，谨慎处理同西方国家特别是同美国的关系。更多还原

【Abstract】 In April 2021,on the Eighth National Congress of the Communist Party of Cuba,Díaz-Canel was elected as the first secretary of the Central Committee.With the support of the older generation of leaders,the new generation of leadership achieved a smooth transition of political situation.The National Assembly of People’s Power of Cuba has adopted a series of important laws,and the renewal of the economic and social model has entered a new and deepening stage.In 2021-2023,the Cuban Communist Party and government tried to achieve the unification of the currency and exchange rate,but suffered serious setbacks and failed.In the past three years,the United States has intensified its blockade against Cuba.In addition,under the influence of COVID-19 and the Russia-Ukraine conflict,Cuba’s economy has suffered a lot,people’s living standards have declined,discontent has increased,and two large-scale riots broke out.The Cuban Communist party and Government have taken a series of measures to stabilize the situation.The Central Committee of the Cuban Communist Party and the Cuban National People’s Congress have convened several meetings and decided to stabilize the macroeconomy,correct economic distortions,and revive the economy that has been hit hard.In terms of diplomacy,Cuba has persisted in developing traditional friendly relations while seeking to promote integration and cooperation with Latin American countries,and on the basis of resolutely safeguarding its own sovereignty and security,it has maintained flexibility in its strategy and handled its relations with Western countries,especially with the United States.更多还原
