【摘要】 海洋产业具有区别于陆域产业的显著特征，现代海洋产业集聚不仅可以优化资源配置、提升生产效率、促进技术创新，还可以带动陆地相关产业链发展与壮大。我国海洋产业集群发展初具规模，在政策供给、资源禀赋利用、创新平台建设、产学研一体化方面取得了显著成就。受生产要素配置效率、公共服务水平等制约，我国海洋产业集群尚存在一些问题，如路径依赖显著，产业链条高端化水平较低；陆海产业之间关联度较低，联动优势未得到有效发挥；海洋产业同质化布局问题突出，产业集聚水平较低；集群内主体关联度不高，技术创新能力不强；园区创新生态和公共服务能力不足等。借鉴国内外海洋产业集群高端化发展经验，新时代我国现代海洋产业集群发展可有“六大转变”路径，以推动海洋产业集群的创新化、集成化和集约化发展。更多还原

【Abstract】 Marine industry has significant characteristics that are different from those of land-based industries. The agglomeration of modern marine industry can not only optimize resource allocation,improve production efficiency, promote technological innovation, but also drive the development and growth of related industrial chains on land. The development of China’s marine industrial clusters has begun to take shape and remarkable achievements have been made in policy supply,resource endowment utilization, innovation platform construction and industry-university-research integration. Due to the restrictions by allocation efficiency of production factors and level of public service, there is still significant path dependence in China’s marine industrial clusters and a low level of high-end industrial chain; there is low correlation between land-based and marine industries and the advantage of their linkage has not been effectively utilized; there is a prominent problem in homogenous layout of marine industry with a low level of industrial agglomeration; there is a low degree of correlation among main bodies within a cluster and low technological innovation capacity; and there are inadequate public service capacity and insufficient innovative ecology in the industrial parks. Based on the experiences of high-end development of marine industrial clusters at home and abroad, this paper puts forward a path of “six major transformations” for the development of China’s modern marine industrial clusters in the new period to promote the innovative,integrative and intensive development of marine industrial clusters.更多还原
