【Abstract】 The development of new quality productive forces calls for institutional innovation. During the practice, to adapt to technological changes, effectively address resource misallocation and meet the challenges of globalization, it is necessary to build an institutional innovation system commensurate with the development of new quality productive forces, with efforts focusing on intellectual property protection, optimization of market access, establishment of a sound talent cultivation system and improvement of a mechanism for income distribution based on factors of production, so as to activate the surging momentum of development of new quality productive forces and effectively provide a strong institutional guarantee for the development of new quality productive forces.
