【摘要】 发展新质生产力是推动高质量发展的内在要求和重要着力点，而工业是培育新质生产力的核心产业部门。相较于新质生产力发展所要求的技术革命性突破、生产要素创新性配置和产业深度转型升级等理论逻辑，东北地区科技创新对工业经济发展的推动作用未能得到充分发挥，以工业企业经济效益下滑为表征的要素创新性配置水平还不高，以及传统产业的深度转型升级步伐较慢等短板依然存在。因此，以新质生产力推进东北工业高质量发展，需要加大科技研发投入来提升工业高质量发展技术支撑、优化要素创新性配置助推工业领域降本增效、以“两化”深度融合为重点加快产业结构升级，以及全面推进工业领域新旧动能转化从而加快新型工业化进程。更多还原

【Abstract】 Developing new quality productive forces is an inherent requirement and an important focal point for promoting high-quality development, while industry is the core industrial sector for cultivating new quality productive forces. Compared to the theoretical logic of revolutionary technological breakthroughs, innovative allocation of production factors, and in-depth industrial transformation and upgrading required for the development of new quality productive forces, the role of scientific and technological innovation in Northeast China in promoting industrial economic development has not been fully exerted. Problems still exist, such as the not yet high level of innovative allocation of factors represented by the decline in economic benefits of industrial enterprises, the relatively slow pace of in-depth transformation and upgrading of traditional industries. Therefore, to promote high-quality development of Northeast China industry with new quality productive forces, it is necessary to increase investment in scientific and technological research and enhance technological support for high-quality industrial development, optimize innovative allocation of factors to help reduce costs and increase efficiency in the industrial field, accelerate industrial structure upgrading with a focus on in-depth integration of informatization and industrialization, and comprehensively promote the transformation of old and new drivers of growth in the industrial field to accelerate the process of new industrialization.更多还原
