我国海洋观测装备“卡脖子”问题的破解对策建议

【摘要】 该文中“卡脖子”问题是指我国海洋观测装备在发展过程中遇到的瓶颈和限制,阻碍了海洋科学研究和海洋资源利用。该文对我国海洋观测装备的发展进行需求分析,从海洋观测平台和海洋传感器的发展两个方面介绍我国海洋观测装备发展的现状;从创新能力、成果转化能力、国产化应用、技术标准和测试试验等方面分析“卡脖子”问题出现的原因,针对这些问题提出加强海洋仪器设备应用的调研和评估、提升设备的精准度和可靠性、进行海洋仪器设备攻关加快研发和推广、完善海洋标准和试验测试体系等一系列措施建议。有助于提高我国海洋观测装备的整体技术水平,促进海洋科技的进步,推动我国在海洋观测领域的可持续发展。

【Abstract】 The "stranglehold" problem refers to the bottlenecks and limitations encountered in the development of marine observation equipment in China, which hinders marine scientific research and the utilization of marine resources. This paper analyzes the demand for the development of ocean observation equipment in China, and introduces the present situation of the development of ocean observation equipment in China from two aspects of the development of ocean observation platform and ocean sensor. The causes of "stranglehold" problems are analyzed from the aspects of innovation ability, achievement transformation ability, domestic application, technical standards and testing, etc. In view of these problems, a series of measures and suggestions are put forward, such as strengthening the investigation and evaluation of the application of marine instruments and equipment,improving the accuracy and reliability of equipment, tackling key problems of marine instruments and equipment, speeding up research and development and popularization, and perfecting marine standards and test systems. It will help to improve the overall technical level of China’s ocean observation equipment, promote the progress of marine science and technology, and promote the sustainable development of our country in the field of ocean observation.
