高质量发展导向下国内创新城区的创新要素及其关联机制优化策略——以杭州高新区(滨江)为例
Optimization Strategies of Innovation Factors and Correlation Mechanism of China’s Innovation Districts Under the Framework of High-quality Development: The Case of Hangzhou High-tech District(Binjiang)
【摘要】 随着创新回归都市,创新城区作为集聚创新要素、承载创新活动的产城融合功能区,成为推动城市高质量发展的关键载体。首先梳理了创新城区的内涵与构成要素,对标高质量发展目标分析当前创新城区发展中创新产业、创新空间与创新人才等三大创新要素存在的问题,并针对性提出创新要素及其关联机制的优化策略,进一步形成创新城区面向高质量发展的空间模型。在此基础上,以杭州高新区(滨江)的总体城市设计实践为例,提出“创新有机共生体”的整体构架,并针对创新要素及其关联机制形成创新产业链动、创新空间耦合、创新人才引力的三大优化策略,从空间规划设计角度探索创新城区的高质量发展模式。
【Abstract】 As innovation activities increasingly return to cities, innovation districts,functional areas that integrate industry and urban life to concentrate innovation factors and activities, have become key drivers of high-quality urban development. This paper first examines the definition and components of innovation districts, identifying existing problems in the development of innovation districts: innovative industries, innovation space, and innovative talents. It then proposes optimization strategies for innovative factors and their associated mechanisms, aiming to establish a spatial model for the high-quality development of innovation districts. Drawing from the overall urban design practice of Hangzhou High-tech Zone(Binjiang) as an example, the paper introduces the framework of "innovative organic symbiont. " It discusses three evolutionary strategies of innovation industrial chain dynamics, innovation spatial coupling, and innovation talent attraction. These strategies, underpinned by innovation factors and their interrelationships, provide insights into a high-quality development model for innovation districts from the perspective of spatial planning and design.
