历史街区保护更新的社会影响评价指标研究

【摘要】 长期以来,历史街区保护更新以物质文化遗产为主要对象,缺乏针对地方社会发展的动态监测与维护手段。为解决这一问题,文章基于历史街区遗产保护、经济增长及居民生活品质提升三个维度,通过现实状况社会调查、问题分析及相关文献梳理总结,在厘清“社会影响”与“社会影响评价”概念的基础上,提出历史街区保护更新社会影响评价的目标、原则与关键要素。在涵盖“人口、住房、设施、产业、治理”5个一级指标的要素框架下,从历史街区面临的社会问题、社会发展目标、社会发展策略及外部约束条件等方面细化得出二级指标评价要素。进而,通过历史街区地方居民的需求调查分析以及相关法规的术语衔接,研究设计具体的历史街区保护更新社会影响评价的三级指标,并据此构建定量与定性指标相结合、弹性指标相兼容的历史街区保护更新社会影响评价指标体系。

【Abstract】 For a long time, the conservation and renewal of historic districts has been mainly focused on the tangible cultural heritage, and lacked dynamic monitoring and maintenance tools for local social development. In order to solve this problem, the paper conducts a social survey, problem analysis and literature review on the actual situation from the three dimensions of heritage protection, economic growth and quality of life improvement of the residents of the historic districts, clarifies the concepts of "social impact" and "social impact assessment", and on this basis proposes the objectives, principles and key elements of social impact assessment for the protection and renewal of the historic districts. Under the elemental framework covering five primary indicators, namely population, housing, facilities, industry and governance, the evaluation elements of the secondary indicators are refined in terms of the social problems faced by the historic districts, social development objectives, social development strategies and external constraints. Then, through the research and analysis of the needs of the local residents of histroric districs and terminological convergence of the relevant laws and regulations, this paper studies and designs specific three-level indicators for the social impact assessment of the conservation and renewal of historic districts, and accordingly constructs a social impact assessment indicator system for the conservation and renewal of historic districts, which is a combination of quantitative and qualitative indexes, and a compatibility of elasticity indexes.
