【摘要】 随着中国城镇化进程迈入高质量发展阶段，传统的以土地资本化为核心动力的增长联盟难以为继，其空间载体逐渐从城市尺度向“城市—区域”尺度演进，以区域性基础设施扩张为基础的“城市—区域联盟”正在成为新的空间发展着力点。首先分析了城市增长联盟的内在逻辑及其面临的动力转向挑战，从纵向、横向的府际关系与政府企业关系三个维度对“城市—区域联盟”的主体互动机制进行剖析，建构了权力逻辑、竞合逻辑与资本逻辑的三重逻辑体系。在此框架下，对珠三角城际轨道交通联盟的演进历程展开实证研究，解析了中国本土语境下“城市—区域联盟”的制度逻辑。研究发现，在区域空间演化进程中，区域性基础设施为纵向权力传导、横向府际协调与资本时空修复提供了重要场域。新时期，区域高质量发展仍需超越增长机器的逻辑惯性，国土空间规划体系亟需回应新的联盟逻辑，建立嵌入式的纵向规划传导框架、常态化的区域空间规划组织、多元资本参与的规划建设模式等。更多还原

【Abstract】 As China’s urbanization process has entered a stage of high-quality development, the traditional "Growth Machine" model with land capitalization as the core driving force become unsustainable. Its spatial carrier has gradually evolved from the city scale to the "city-regions" scale, and a new coalition model has been gradually forming. Firstly, it analyzes the internal logic of the urban growth coalition and the challenge of its driving force shift. The "city-regional coalition" driven by regional infrastructure expansion is becoming a new focus of spatial development. This paper analyzes the subject interaction mechanism of "city-regional coalition" from three dimensions of vertical central-local state relationships, horizontal inter-governmental relationships and government-market relationships, and constructs a triple logic system of power logic, competition logic and capital logic. Under this framework, the paper conducts an empirical study on the evolution of the Pearl River Delta Intercity Rail Transit Coalition, and further analyzes the institutional logic of the "city-regional coalition" in the local context of China. It is found that in the process of regional spatial evolution, cross-border infrastructure provides an important field for vertical power transmission, horizontal inter-governmental coordination and capital spatial-temporal fixes. In the new era, high-quality regional development still needs to exceed the logic inertia of the growth machine. At the opportunity of the reform of the land and space governance system, the spatial planning system urgently needs to respond to the new coalition logic, establish an embedded vertical planning transmission framework, a normalized regional spatial planning organization and a planning model with multi capital participation.更多还原
