【摘要】 从演化经济地理学视角构建了资源禀赋、政策措施、技术创新、企业性质“四位一体”的资源型城市工业转型分析框架，并依此对长治市进行了实证分析。研究发现：随着国家能源生产供应重心逐步向中西部地区转移，煤炭资源禀赋优势使长治市依然需要保持采矿业规模，使得采矿业独大的工业结构特征短期内很难改变；受本地工业结构相对单一、创新要素投入较少且不均衡、创新主体属性等影响，现阶段技术创新更多发生在煤基产业部门，对长治市向工业初次转型阶段过渡发挥了重要作用；能源资源的特殊性使得国有控股企业在本地工业经济中占有较高比重，在政策措施的导向作用下，国有控股企业对工业转型起着主要推动作用，但贡献集中在资源型产业转型升级方面，外资企业和私营企业多布局在资源开采和加工业，对非资源加工型接续替代产业发展的推动作用相对有限。整体而言，长治市形成了“政策引导、国企主推”的工业转型模式。更多还原

【Abstract】 From the perspective of evolutionary economic geography, we constructed a "four-in-one" framework for analyzing the industrial transformation of resource-based cities from the perspectives of resource endowment, policy measures, technological innovation, and the nature of enterprises, and carried out an empirical analysis of Changzhi City accordingly. The study finds that: with the gradual transfer of the center of gravity of national energy production and supply to the central and western regions, the advantage of coal resource endowment makes it necessary for Changzhi City to maintain the scale of the mining industry, which makes it difficult to change the characteristics of the industrial structure in which the mining industry is dominant in the short term; influenced by the relatively homogeneous structure of the local industry, the small and uneven input of innovation factors, and the attributes of innovation subjects, technological innovation at this stage occurs more in the coal-based industry sector, which plays an important role in the transition of Changzhi City to the stage of the initial transformation of the industry; the special nature of energy resources makes statecontrolled enterprises occupy a high proportion in the local industrial economy, and under the guidance of policies and measures, statecontrolled enterprises play a major role in promoting industrial transformation, but their contribution is concentrated in the transformation and upgrading of resource-based industries, while foreign-funded enterprises and private enterprises are mostly deployed in the resource extraction and processing industries, and their role in promoting the development of non-resource-processing successive alternative industries is relatively limited.
