【摘要】 中国职业足球改革发展历经30余载，党和国家始终高度重视中国足球事业发展，持续深化中国足球改革和提振中国职业足球信心，助力中国职业足球水平全面提升。采用文献研究和逻辑分析等方法，在系统厘清中国职业足球改革发展的历史演进基础上，分别从宏观和微观层面，深入挖掘中国职业足球改革发展的动力根源，并以此作为依据针对性提出中国职业足球改革发展的保障举措，即构建层级清晰和职能清楚的管理体制；加强中国职业足球俱乐部社会责任建设；建立分工明确和多方结合的监督体系；构建新型举国体制下的后备人才培养体系；加快中国职业足球俱乐部股权结构改革；维护和稳定中国职业足球市场秩序；强化中国职业足球专业人才队伍建设，旨在为新时代促进中国职业足球改革发展和中国足球事业高质量发展提供理论指导与实践参照。更多还原

【Abstract】 The reform and development of Chinese professional football have spanned over three decades, during which the Party and the state have always attached great importance to the development of Chinese football. Continuous efforts have been made to deepen the reform of Chinese football and boost the confidence of Chinese professional football, thereby contributing to the overall improvement of its level. By using methods of literature review and logical analysis, this paper systematically clarifies the historical evolution of the reform and development of Chinese professional football. From both macro and micro levels, it delves into the driving forces behind the reform and development of Chinese professional football and, based on these findings, proposes targeted safeguard measures, which include building a management system with clear hierarchy and responsibilities, strengthening the social responsibility of Chinese professional football clubs, establishing a supervision system featuring clear division of labor and multi-party collaboration, developing a new reserve talent cultivation system under the “whole-nation system”, accelerating the reform of equity structure in Chinese professional football clubs, maintaining and stabilizing the order of the Chinese professional football market, and strengthening the construction of professional football talents in Chinese professional football. The aim is to provide theoretical guidance and practical reference for promoting the reform and development of Chinese professional football and the high-quality development of Chinese football in the new era.更多还原
