【Abstract】 This study reconceptualizes and reconsiders the nature of policy networks through functional analogies and extended discussions between bureaucracies and markets. This aligns closely with examining the network’s attributes from the perspective of its various elements,understanding that the nature of a phenomenon involves multiple dimensions.
