【摘要】 加强政府环境规制是推进绿色低碳和富有韧性城市建设目标的有效手段，是实现城市精细化治理和高质量发展的重要保证。文章基于中国地级以上城市面板数据，运用PSM-DID计量模型系统性研究了绿色低碳理念下政府环境规制对城市经济韧性的影响。研究发现：环境规制能够显著提升城市经济韧性，即环境规制能够激励企业积极参与绿色技术创新活动，以提高城市经济系统的持续性和可变性，进而有效提升城市经济韧性。同时运用空间计量模型实证检验在绿色低碳理念影响下，环境规制影响城市经济韧性的空间异质性效果。研究表明，环境规制对中西部地区的城市经济韧性有显著的促进作用，对东部地区城市经济韧性有正向影响但并不显著；环境规制强度对城市经济韧性的促进作用主要表现在大城市。中小城市经济规模较小，发展程度和创新水平较低，对外来冲击和风险的抵御能力较弱，环境规制对城市经济韧性的促进作用并不显著。更多还原

【Abstract】 Strengthening government environmental regulation is an effective means to advance the goal of building a green, low-carbon, and resilient city, and an important guarantee for achieving refined urban governance and high-quality development. Based on the panel data of cities above the prefecture level in China, this paper systematically studies the influence of government environmental regulation on urban economic resilience under the concept of green and low-carbon by using the PSM-DID econometric model. The study found that environmental regulation can significantly improve urban economic resilience, that is, environmental regulation can encourage enterprises to actively participate in green technology innovation activities, so as to improve the sustainability and variability of the urban economic system, and then effectively improve urban economic resilience. At the same time, the spatial econometric model is used to further empirically test the spatial heterogeneity effect of environmental regulation on urban economic resilience under the influence of green and low-carbon concepts. The conclusion shows that environmental regulation has a significant role in promoting urban economic resilience in the central and western regions, and has a positive impact on urban economic resilience in the eastern region, but it is not significant; the promotion effect of environmental regulation on urban economic resilience is mainly manifested in large urban areas because small and medium-sized cities have small economic scales, low levels of development and R&D innovation, and weak resistance to external shocks and risks, and the effect of environmental regulation on urban economic resilience is not significant.更多还原
