【摘要】 科技情报对我国科技兴军战略、国家创新驱动发展战略具有重要支撑与服务作用。长期军民分立、分离格局，使得军民科技情报处于割裂状态，无法精准发力，助推国防科技和国家科技创新发展。文章分析了军民科技情报的差异，在此基础上基于嵌入理论，分析了军民科技情报的双向嵌入制度基础、嵌入关系基础和嵌入需求基础。基于我国军民分离、军民结合和军民融合的三个军民科技活动发展阶段，分析了军民科技情报双向嵌入发展过程。从关系嵌入、结构嵌入和情境嵌入三个不同维度视角，分别比较分析了军民科技情报双向嵌入模式。分析了认知嵌入、关系嵌入、结构嵌入、政策嵌入和情境嵌入等方面的共享困境，并提出相应的有效治理策略。更多还原

【Abstract】 Scientific and technological intelligence plays an important role in supporting and serving China ’s strategy of invigorating the army through science and technology and national innovation-driven development strategy. The long-term civil-military separation leads to the fragmented state of the civil-military scientific and technological intelligence so that it is hard to promote the development of national defense science and technology and national scientific and technological innovation. This paper analyzes the military and civilian scientific and technological intelligence and their main differences. Based on the embeddedness theory, it analyzes the foundation of the mutual embeddedness system, relationship and demand of military and civilian scientific and technological intelligence. Based on the three stages of the development of military and civilian science and technology in China, namely, military-civilian separation, collaboration and integration, this paper analyzes the mutual embeddedness development process of military and civilian science and technology intelligence. From the three different dimensions of relational embeddedness, structural embeddedness and situational embeddedness, the mutual embeddedness modes of military and civilian scientific and technological information is compared and analyzed. The sharing dilemma of cognitive embeddedness, relational embeddedness, structural embeddedness, policy embeddedness and situational embeddedness are analyzed, and the corresponding effective governance strategies are put forward.更多还原
