【摘要】 目的 测算四川省老年人健康管理服务成本，为老年人健康管理服务经费预算管理提供参考依据。方法 采用分层随机抽样的方法，从四川省6个市（州）抽取18家社区卫生服务中心和36家乡镇卫生院，调查其2022年开展老年人健康管理项目所花费的时间和物质消耗情况。运用时间分配系数法，测算社区卫生服务中心和乡镇卫生院开展老年人健康管理所花费的实际成本；使用标准工时和标准工资来测算标准成本。结果 调查机构老年人健康管理服务实际总成本和标准总成本分别为2762.92万元、2877.41万元；实际单位成本、标准单位成本分别为201.81元/人·年、210.17元/人·年；实际人均成本和标准人均成本分别为17.05元/人·年、17.76元/人·年。预测2024年老年人健康管理总成本为3 356.58～3855.15万元、单位成本为218.67元/人·年、人均成本为20.55～23.60元/人·年。结论 项目标准成本高于实际成本，标准人均成本也高于人均项目经费补助标准。随着政府加大对老年人健康管理服务的经费投入，老年人健康管理工作的政府目标可以完成。更多还原

【Abstract】 Objective To estimate the cost of health management for elderly of Sichuan Province,to provide the reference for the fund input policy of health management service for the elderly.Methods The stratified random sampling method was adopted, 18 primary medical and health institutions were sampled from 6 cities of Sichuan Province to investigate the time and material consumption they spent in the project of health management service providing for the elderly in2022. By using time distribution coefficient method to calculate the actual cost that the primary health care institutions spent in the project providing the health management service for elderly. And the standard working time and the standard salary was used to estimate the standard cost of the project. Results In this survey, the actual total cost and the standard total cost on the health management service project for elderly of the primary medical and health institutions was 27 629 200RMB, 28 774 100 RMB, respectively. The per capita actual cost of the project was 201.81 RMB per year and per capita standard cost of the project was 210.17 RMB per year. The actual per capita cost and standard per capita cost were 17.05 RMB per person-year, 17.76 RMB per person-year,respectively. It is estimated that the whole actual cost on the health management service project for the elderly of the primary medical and health institutions will be 33 565 800 to 38 551 500 RMB in2024. The per capita standard cost of the project will be 218.67 RMB per year in 2024. The standard average costs for each person will be 20.54-23.60 RMB in 2024. Conclusions The per capita standard cost of the project is higher than the per capita actual cost of the project and the project funding subsidies. With the increase of the investment in the basic public health service projects,the government-goal of the health management service project for elderly will be reached.更多还原
