【摘要】 市域产教联合体是以园区为载体、以市域为赛道、以省域为基座，通过实体化运行和合作性治理，推动职业教育产教深度融合的创新制度安排。园区经济蕴含着深刻的发展逻辑，为构建市域产教联合体提供了重要机遇。行业产教融合共同体体现的是一种链式思维，市域产教联合体探索的是一种集群性创新。推动市域产教联合体实体化运作，应更加注重模式性创新，而非简单的机构增生。建构市域产教联合体应坚持行动导向，处理好设计与实施的关系，增强各参与主体的内源性动力。在构建市域产教联合体的过程中，政府组织不是先知和预言家，更不能成为保姆和管家，其合适的角色定位不是划桨、包办，而是掌舵、主持人和召集者。更多还原

【Abstract】 Municipal industry-education consortium is an institutional arrangement which promotes the deep integration of vocational education and industry through physical operation and cooperative governance, with zones as the carrier, cities as the racing track, and provinces as the reformation foundation. Zone economics contains profound development logic, which provides important opportunities for building municipal industry-education consortiums. Municipal industry-education consortium is a kind of cluster innovation, while industry-education integration community reflects a kind of chain thinking. To promote the physical operation of municipal industryeducation consortium, more emphasis should be placed on model innovation rather than simple institutional proliferation. The construction of municipal industry-education consortiums should adhere to an action-oriented approach, handle the relationship between design and implementation, and enhance the internal motivation of all agents. In the process of building municipal industry-education consortiums,governments should not be a prophet or a house keeper. Their appropriate role is not to paddle or to do everything by themselves, but to steer, to host and to convene.更多还原
