人才政策评估的数字化方法体系建构
The Construction of Digital Methodology System for Talent Policy Evaluation
【摘要】 传统的人才政策评估由于缺少有效工具往往难以取得预期效果,不利于人才强国战略的深入实施。数字技术的发展为人才政策评估提供了新思路和新方法。结合数字时代的技术特征,人才政策评估的数字化方法内嵌于人才治理体系之中。其实施路径是打造以场景为内容、界面为工具,场景和界面融合的人才政策评估“双层嵌套场景治理”体系,并通过人才工作数据库、技术组件、应用界面建设,全面升级人才治理工作体系。
【Abstract】 The traditional talent policy evaluation is often difficult to achieve the expected results due to lacking effective tools,which is not conducive to the implementation of the strategy on developing a high quality workforce. The development of digital technology has provided new ideas and methods for talent policy evaluation. Combined with the technical characteristics of the digital age,the digital method of talent policy evaluation is embedded in the talent governance system. Its implementation path is to create a “two-layer nested scenario governance” system for talent policy evaluation with scenarios as content,interfaces as tools. Through the construction of talent work database,technical components and application interface,we can comprehensively upgrade the talent governance system.
