【摘要】 在统筹发展与安全的逻辑下，安全议题在地方治理议程中的优先级得以提高。同时，在分级管理体制和绩效考核制度作用下，地方围绕安全政绩展开竞争。安全治理的特殊属性导致其在政绩表现形式、考核方式、结果应用及竞争实质上与发展治理不尽相同。在“为安全而竞争”的过程中，地方分别在不同环节采取了多样化的竞争策略和手段，在一定程度上缓解了发展与安全在治理层面的阶段性冲突，但同时也呈现出较为复杂的运行效应，带来的一系列问题使安全治理容易陷入内卷化困境。解决这些问题需要进一步细化并完善考核与问责制度的运作规范，对压力与激励强度进行适度调适。更多还原

【Abstract】 Interregional competition constitutes a significant perspective in the study of governance practices in China. Within the coordination logic of development and security,the priority of security issues in the agenda of local governance has been elevated. Simultaneously,the hierarchical management system and the relative performance evaluation mechanism stimulate local governments to engage in the competition on security. As compared to developmental governance,the distinct attributes of security governance result in fundamental differences in performance manifestations,evaluation methods,outcome application,and the essence of competition. During the process of “competing for security,” local governments have adopted diverse competitive strategies and approaches in various stages. “Competing for security” has to some extent mitigated the periodic conflicts between development and security at the governance level. However,it has also brought about complex operational effects,leading to a series of issues that exacerbate the risk of security governance falling into the state of inward spiraling. Addressing these problems necessitates further refinement and improvement of operational norms for evaluation and accountability systems,and appropriate adjustments in the intensity of pressures and incentives.更多还原
