【摘要】 本研究基于县域精准扶贫“有效政策执行”这一典型样本，提出了干部创造性执行的解释框架，分析了县域“有效政策执行”的过程及其发生机理。县域干部群体作为一线干部嵌入地方政策执行过程，发挥组织整合主动性、资源动员主动性、政策调适战略主动性以及政策执行策略主动性，生成了具有生产性与能动性的政策执行一线场景。政策政治势能、组织压力以及县域自主性空间是影响干部主动性的关键要素。县域精准扶贫“有效政策执行”体现了中国特色政策执行适应性治理特征，要充分发掘不变体制变机制的制度优势，要优化县域干部创造性执行的制度环境，使县域政府在社会治理中“有为”又“有位”，推动地方治理现代化百花齐放、各美其美。更多还原

【Abstract】 Based on the typical sample of“ effective policy implementation” in targeted poverty alleviation at county level,this study proposed the initiative interpretation framework of cadres,and analyzed the process and mechanism of“ effective policy implementation” at county level. As first-line cadres,county cadres are embedded in the process of local policy implementation,giving full play to the initiative of organization integration,resource mobilization,policy adjustment strategy and policy implementation strategy,and generating a front-line scene of policy implementation with productivity and initiative. Policy and political potential energy,organizational pressure and county autonomy space are the key factors affecting the initiative of cadres. The“ effective policy implementation” of targeted poverty alleviation at county level reflects the characteristics and characteristics of adaptive governance in policy implementation with Chinese characteristics. It is necessary to fully explore the institutional advantages of unchanged system and changing mechanism,optimize the institutional environment for creative implementation of county cadres,so that county governments can be both“ promising” and “competent” in social governance,and promote the modernization of local governance.更多还原
