【摘要】 作为承担着国家重大发展战略及任务的行政组织，国家级新区功能与目标的实现依赖于科学合理的权能配置，赋权增能是推动国家级新区高质量发展的关键。赋权增能理论科学诠释了国家级新区的权能逻辑，其权能要素的核心表达为：自主管理权与决策能力、变通执行权与执行能力、容错免责权与创新能力。基于国家级新区生成与发展实践剖析，国家级新区赋权增能实践经历了起步阶段和强化阶段的演进历程，其赋权增能模式分为行政主导模式和法律主导模式，权能失衡、权能模糊是掣肘国家级新区发展的重要因素。因此，要坚持权能均衡的原则，均衡国家级新区的权能配置，实施差异化的赋权增能；要明确国家级新区的法律主体，构筑以法律为主、行政为辅的法治化赋权增能理路，优化赋权增能的双向驱动机制，全面激活国家级新区的权能体系，助推其高质量发展。更多还原

【Abstract】 As an administrative organization that undertakes major national development strategies and tasks,the statelevel new areas rely on scientific and reasonable allocation of power and authority to achieve their functions and goals. Empowerment is the key to promote the high-quality development of the state-level new areas. The empowerment theory scientifically interprets the competent logic of state-level new areas,in which the core elements of competence are expressed as follows: autonomous management and decision-making ability,adaptable execution and execution ability,fault tolerance and innovation ability. Based on the formation and development practices of state-level new areas,the empowerment of state-level new areas has experienced the evolution process including the starting stage and the strengthening stage. The empowerment patterns are divided into administrative-led and legal-led patterns,and the critical factors that restrict the state-level new areas development include power imbalance and ambiguity. Therefore,it is necessary to adhere to the principle of balanced power and implement differentiated empowerment to balance the power allocation of state-level new areas. Moreover,it should clarify the legal subjects of state-level new areas,construct a legal-based and administrative-supported rule of law to empower,optimize the two-way driving mechanism of empowerment,and fully activate the power system of state-level new areas to promote the high-quality development.更多还原
