【摘要】 我国健康养老服务供给主体、政策及监管的“碎片化”,使得健康养老服务供给“碎片化”这一问题突显，最终造成了我国健康养老服务供给质量不高、供给政策不成体系、管理效率低下等一系列问题。本文基于整体性治理理论，针对我国健康养老服务供给的“碎片化”问题，提出破解之道即推行大部制改革，以为应成立“老年健康管理局”,形成专门管理老年人的健康与养老方面工作及相关制度保障等一系列问题的机构，以更加合理配置稀缺的健康养老服务资源，为老年人提供无缝隙且非分离的整合型健康养老服务。更多还原
