【摘要】 目的 探索疾病预防控制机构(简称疾控机构)建设发展策略，为疾控机构高质量发展提供路径参考。方法 通过文献分析、半结构式访谈和Delphi法制定专家咨询评分量表，采用SWOT分析法，列举疾控机构当前发展过程中的优势、劣势、机会和威胁因素，根据SWOT分析矩阵形成优势-机会、劣势-机会、优势-威胁和劣势-威胁策略。结果 经过两轮修改，编制完成疾控机构建设发展SWOT分析专家咨询表，咨询表包括优势因素8条，劣势因素10条，机会因素8条，威胁因素6条，最终专家权威系数为0.79,肯德尔协调系数为0.55,指标均通过一致性检验。疾控机构建设发展SWOT矩阵分析结果显示，有关S-O和W-O方面策略各有2条，重点在于抓住发展机遇，扬长补短；S-T、W-T方面策略也各有2条，内容侧重于提升内生动力，弥补劣势应对挑战。分析结果提示在建设发展中，应着重在人才队伍培养、核心能力建设、社会形象塑造等方面下功夫。结论 疾控机构建设发展应以新发展理念为指导，抓住机遇，充分发挥自身专业优势和技术积累，以提升内生动力为重点，秉持公益性特征，提升社会识别度，弥补职能缺陷，努力实现卫生健康事业高质量发展。更多还原

【Abstract】 Objective To explore the development strategies of centers for disease control and prevention(CDC), so as to provide path reference for the high-quality development of CDCs. Methods Expert consultation scoring scale was developed by literature analysis, semi-structured interview and Delphi method. SWOT analysis was used to identify the strength, weakness, opportunity and threat factors in the current development of CDCs, and the strategies of strength-opportunity(S-O), weakness-opportunity(W-O), strength threat(S-T) and weakness threat(W-T) by matrix method were proposed. Results After two rounds of modification, the expert consultation scoring scale of SWOT analysis for the development strategy of CDCs was compiled, including 8 strength factors, 10 weakness factors, 8 opportunity factors and 6 threat factors. The expert authority coefficient was 0.79, the Kendal coordination coefficient was 0.55, and both indicators passed the consistency test. The results of SWOT matrix analysis on the development of CDCs showed that there were two strategies about S-O and W-O, with emphasis on seizing the development opportunities, enhancing their strengths and offsetting their weaknesses. There were also two strategies about S-T and W-T, which focused on improving the endogenous power and making up for the disadvantages to meet the challenges. The analysis results suggested that in the process of development, efforts should be made on talent training, core competence building, and social image shaping. Conclusions The development of CDCs should, guided by the new philosophy of development, seize the opportunities, give full play to their professional advantages and technical accumulation, focus on the promotion of endogenous motivation, uphold the characteristics of public welfare, enhance social recognition, make up for functional defects, and strive to achieve high-quality health development.更多还原
