【Abstract】 High-quality development has become the primary task to promote the development of public hospitals in the new era. Through the inheritance and development of the performance appraisal index system of Grade III public hospitals, the index system of high-quality development of public hospitals, and the DRG monitoring and appraisal index system, based on the balanced scorecard theory, and based on strengthening the internal highquality operation effectiveness of hospitals, the assessment and evaluation objects of clinical departments, the micro-objects of hospitals, were assessed and evaluated through the expert consultation method, and the four dimensions of service revenue, service quality, service efficiency and service effectiveness of departments were explored.
