【Abstract】 This paper provides an institutional analysis of high-quality development in the context of economic and social integration under the new development paradigm. The goal of urbanization is to build a welfare state, and the premise of efficiency-welfare dynamic balance is that economic development serves social development, which is different from the notion of production-supply-led industrialization. The essential part of economic and social integration is the cultivation for a knowledge middle class and the upgrading of labor quality, which is also the fundamental force during the transformation from middleincome to moderately developed level. Development should be understood from the perspective of mutual promotion of equity and efficiency, and social protection and economic development. Human development is the only way to resolving the contradictions and risks during the transformation period.更多还原
