【摘要】 中国经济在回归常态的同时，也恰遇人口转变和经济增长的阶段性变化。特别是人口将进入负增长时代，是前所未有的变化，既带来一系列崭新的挑战，也提供诸多崭新的机遇。为了进一步认识变化了的发展阶段以及与之相关的经济现实，立足于在理论上做足准备，在政策上进行相应的调整，在行动中做出积极的反应。这要求在经济增长中更好体现新发展理念，也要求实现相应的思维范式转换，如供需两侧的改革可以实现同步和互补、政策取向从“取其轻”到“取其重”的转变、在更高的层面上共享改革和发展成果，使中国经济回归常态的复苏具有可持续性，进而与长期发展实现良好衔接。更多还原

【Abstract】 While China’s economy is returning to the normal track, it also meets the periodic changes of population transformation and economic growth. In particular, the population has entered an era of negative growth, which is an unprecedented change, bringing not only a series of new challenges, but also many new opportunities. In order to further understand the changed stage of development and the related economic reality, we should make full preparations in theory, make corresponding adjustments in policy,and make positive responses in action. This requires a better reflection of new development concepts in economic growth, as well as corresponding paradigm shifts in thinking, such as the synchronization and complementarity of reforms on both sides of supply and demand, the shift in policy orientation from “taking the light” to “taking the heavy,” and the sharing of reform and development achievements at a higher level, so as to return China’s economy to normal and then to achieve a good link with the long-term development.更多还原
