【摘要】 《区域全面经济伙伴关系协定》(RCEP)的签署，是对区域内经贸规则的重新整合，有利于降低区域内各国经贸运营成本,减少外贸发展的不确定性。从对青岛的影响来看，对外贸易份额继续提高，跨境电商进出口发展迎来利好，但由于部分领域贸易竞争加剧，培育行业竞争优势的要求更加迫切。此外，RCEP投资总体开放水平显著高于原有“10+1”自贸协定，提高了投资政策的透明度。为此，青岛应通过进一步优化贸易结构，着力推动进出口市场、国内国际市场多元化平衡发展，以重点功能区为载体和依托，推动青岛全域贸易创新提升等途径推动贸易高质量发展。更多还原

【Abstract】 The signing of the Regional Comprehensive Economic Partnership(RCEP) is a reintegration of economic and trade rules in the region, which is conducive to lowering the operating costs of economic and trade of regions in the countries and reducing the uncertainties of foreign trade development. In terms of the impact on Qingdao, the share of foreign trade continues to increase, and the development of cross-border e-commerce imports and exports ushered in favorably, but due to the intensification of trade competition in some areas, the cultivation of competitive advantages in the industry is more urgent. In addition, the overall openness of RCEP investment is significantly higher than that of the original “10+1” free trade area, which improves the transparency of investment policies. In this regard, Qingdao should further optimize its trade structures, promote the diversified and balanced development of import and export markets as well as domestic and international markets, and promote the innovation and enhancement of Qingdao’s overall trade by taking the key functional zones as the carriers and so promote the high-quality development of trade.更多还原
