【摘要】 近年来，城际铁路的发展引起社会各界的广泛关注，已成为解决城市区域间快速出行的重要交通方式。本文根据陕西关中城际铁路发展实际情况，分析了关中城市群经济需求特征和城际铁路推进缓慢的问题根源，借鉴国内外高铁枢纽和轨道交通建设的成功经验，探索运用基于“TOD-站城融合”的立体综合开发理念，通过资产证券化创新融资模式，推动城际铁路投资建设运营和属地旅游、消费、商贸等一体化融合发展，以综合开发收益反哺城际铁路运营亏损，文章以关中城际铁路为例，探索城际铁路发展的新模式和新路径，以期为城际铁路的发展提供一定借鉴。更多还原

【Abstract】 In recent years, the development of intercity railway has attracted extensive attention from all walks of life,and has become an important means of transport to solve the problem of rapid traveling in urban areas. Considering the actual development of the intercity railway in Guanzhong, Shaanxi Province, this paper analyses the characteristics of the economic demands of Guanzhong city clusters and the root causes of the slow process of intercity railway, draws on the successful experience of high-speed rail hubs and rail transit construction domestically and internationally, explores the use of the three-dimensional integrated development concept with the “transit-oriented development(TOD) and stationcity integration”. Through the innovative financing model of asset securitization, it promotes intercity railway investment,construction and operation, and the integrated development of tourism, consumption, commerce and trade, etc., and makes up for the loss of intercity railway operation with comprehensive development returns. This paper takes the Guanzhong intercity railway as an example to explore new development models and paths of intercity railway, to provide a reference for the development of intercity railway.更多还原
