【摘要】 构建新发展格局是新发展阶段不断推进中国式现代化、全面建成社会主义现代化强国的战略抉择，对生态文明建设也提出了新要求，简而言之就是要形成生态文明新格局。该研究阐释了生态文明新格局的科学内涵，分析了构建生态文明新格局面临的形势，继而探讨了构建生态文明新格局的关键路径。分析发现：(1)生态文明新格局的核心要义在于将中国式现代化特征融入生态文明建设，在生态文明建设中完整、准确、全面贯彻落实新发展理念，使生态文明建设支撑和服务于构建新发展格局。(2)生态文明新格局与原有生态文明格局的主要差异表现在目标定位、构建思路和主导战略三个方面，即生态文明新格局在目标上更加注重促进人与自然和谐共生，在构建思路上更加注重源头治理与末端治理协同、提升生态环境要素配置效率和发挥生态文明建设的经济促进作用，在主导战略上则以降碳为主、协同推进减污扩绿增长。(3)构建生态文明新格局已经具备了思想、制度、物质基础、国际影响力等多方面的有利条件，但也面临着三方面的重大挑战：即协同推进经济发展与生态环境保护影响的因素更加复杂多变，经济发展与生态文明建设不平衡不充分问题并存，绿色低碳循环发展经济体系尚不完善。(4)根据生态文明新格局的理论内涵及构建生态文明新格局面临的形势，应结合人与自然和谐共生的中国式现代化建设要点、构建新发展格局的重要着力点以形成生态文明新格局建设路径。基于上述分析，该研究从生态文明建设如何创造新需求、支撑科技自立自强、推动产业链供应链优化升级、提高人民生活品质、推动全国统一市场建设、促进高水平对外开放、保障发展安全等方面，提出了构建生态文明新格局的关键路径。更多还原

【Abstract】 Creating a new pattern of development is a strategic choice for following the Chinese path to modernization and building China into a great modern socialist country in all respects in the new development stage. It also calls for the building of a new pattern of ecological civilization. This study expounds the scientific implications of this new pattern, analyzes the situation it faces, and explores the key pathways of its creation. The main findings from the analysis are as follows:(1) The core meaning of creating a new pattern of ecological civilization is to integrate the characteristics of Chinese modernization into the building of an ecological civilization and completely, accurately, and fully implement the new development concepts in the building of an ecological civilization, which should be applied in the creation of a new pattern of development.(2) The main differences between the new pattern of ecological civilization and the previous pattern can be found in the following three aspects: target orientation, building ideas, and dominant strategy. In terms of its target, the new pattern attaches more importance to promoting harmony between humanity and nature; in terms of its building ideas, it puts more emphasis on the coordination between source governance and end-of-pipe treatment to improve allocation efficiencies of ecological-environmental factors and exert an economic promotion effect of ecological conservation; in terms of its dominant strategy, it gives priority to carbon reduction and coordinately promotes pollution abatement, green expansion, and economic growth.(3) There are many advantages in terms of thoughts, institutions, material basis, and international impacts in the process of creating a new pattern of ecological civilization, but it also faces three significant challenges, namely, the more complex and changeable influencing factors for collaboratively promoting economic development and ecological-environmental protection, the co-existence of unbalance and insufficiency in both economic development and the building of ecological civilization, and a less comprehensive economic system of green and low-carbon circular development.(4) Based on the theoretical implications of creating a new pattern of ecological civilization and the situation it faces, it is necessary to combine the key feature of Chinese modernization, i.e., promoting harmony between humanity and nature,with the key points of building the new pattern of development to form the building pathways for the new pattern of ecological civilization. Based on the above-mentioned analysis, this study puts forward the key building pathways for the new pattern of ecological civilization from seven aspects, namely, creating new demand, supporting self-reliance and self-improvement of science and technology, promoting optimization and upgrade of industrial chains and supply chains, improving people’s living quality, promoting the building of a unified national market, promoting high-level opening to the outside world, and guaranteeing the security of the development of the pattern.更多还原
