【摘要】 厘清地方政府如何推动大中小企业融通创新对促进地方产业升级具有重要意义。以宜昌市依托当地龙头企业建设公共技术服务中心为案例，从赋能视角揭示了此情境下政府通过意义沟通、权力赋予、资源供给等3种手段促进大中小企业融通创新的赋能机制：第一，通过意义沟通激活龙头企业的技术服务供给意愿，通过权力赋予保障龙头企业在公共技术服务平台的自主权、优化产学研合作创新环境，通过资源供给使龙头企业开发与中小企业创新需求相适应的技术服务项目并投资拓展行业；第二，通过意义沟通和权力赋予激发中小企业的创新动力，通过资源供给支撑中小企业提升创新能力的行动，进而拉动龙头企业为其提供技术服务；第三，如上过程化解了大中小企业间异质性导致的合作障碍，实现了其间的创新要素融通。研究结果补充了政府主导的公共技术服务平台研究，拓展了政府赋能的内涵。更多还原

【Abstract】 It is of great significance to clarify how local governments promote the integrated innovation of large enterprises and small and medium-sized enterprises(SMEs). Based on the case of the construction of the public technical service center of SMEs in Yichang, this paper reveals the empowering mechanism of local government to promote the integrated innovation of large enterprises and SMEs through three empowering means such as meaning communication, power delegation and resource supply from the perspective of empowerment. The findings are as follows: First, activating the willingness of leading firms to provide technical services through meaning communication, guaranteeing the autonomy of leading firms in the public technical service platform and optimizing the environment for cooperative innovation of industry-university-research by power delegation, and supporting leading firms to form technical service projects that meet the innovation needs of SMEs and promote industry development through supplying government resources. Second, to stimulate the innovation motivation of SMEs through meaning communication and power delegation, to support the actions of SMEs to enhance their innovation ability through supplying government resources, thus pulling leading firms to provide technical services for them. Third, the above process solves the cooperation barriers caused by the heterogeneity of large enterprises and SMEs, thus realizing the integration of innovation elements.
