【摘要】 处于城市周边的大遗址具有特殊的区位条件与纷繁芜杂的外部环境，文物保护与区域社会经济发展间的矛盾较为突出，其保护利用工作涉及大范围、各层级、多维度、多主体，具有一定的典型性、动态性和复杂性。以汉长安城遗址为例，由遗址保护与区域发展的现状切入，一方面回顾遗址区的发展演变过程，得出大遗址系统要素之间秩序的失衡是遗址区低质量发展的主要原因。另一方面对近年来的保护工作进行反思，认为遗址保护工作的可持续性需要进一步增强。在此背景下，引入有机更新理论，将其作为一种全方位引领遗址区可持续发展的理念，从人口、用地、产业、空间、保障机制等角度入手，在遗址区各要素之间建立一种有机和谐的秩序，引导一种由小及大、持续渐进的遗址保护利用及区域发展模式，进而达成文物保护与区域发展的协调。更多还原

【Abstract】 Large sites located in the surrounding areas of cities have special location conditions and complex external environment, and the contradiction between cultural relics protection and regional socio-economic development is more prominent. The protection and utilization work involves a large range, all levels, multi-dimensions, and multiple subjects, with certain typicality, dynamic and complexity. Taking the Han Chang’an City Site as an example, this paper starts with the current situation of site protection and regional development. On the one hand, it reviews the development and evolution process of the site area, and concludes that the imbalance of order among the elements of the large site system is the main reason for the low-quality development of the site area. On the other hand, it reflects on the protection work in recent years, and believes that the sustainability of the site protection work needs to be further enhanced. In this context, this paper tries to introduce the organic renewal theory, which is taken as a concept to lead the sustainable development of the site area in an all-round way. From the perspectives of population, land use, industry, space, and guarantee mechanism, it establishes an organic and harmonious order among the elements of the site area, guides a continuous and gradual mode of site protection and utilization and regional development from small to large, so as to achieve the coordination between cultural relics protection and regional development.更多还原
