关键共性技术研发的双重网络关系及其演化特征
Dual Network Relationship and Evolution Characteristics of Key Common Technology Research and Development
【摘要】 科技竞争态势下,关键共性技术的突破对实现高水平科技自立自强具有重要意义。本文运用专利技术网络分析方法,通过建构组织合作网络和技术网络的整合性分析框架,选取“航空发动机热端部件高温防护涂层”和“3D打印金属粉末制备及应用”两个典型技术样本,探索双重网络关系及其演化特征。结果表明:(1)以龙头企业、高水平研究型大学、顶尖科研院所为代表的核心主体协同其他创新主体整合资源开展技术攻关;(2)大学、企业、科研院所等多主体通过紧密联结,形成多边复杂的网络关系;(3)关键共性技术网络呈现“核心-边缘”结构,相关技术围绕核心技术节点相互关联,形成多个技术子群;(4)伴随网络持续演化,关键共性技术间扩散和溢出效应增强,具有显著的外部性效应。研究结论为中国关键共性技术布局和管理实践提供参考。
【Abstract】 Under the situation of science and technology competition, the breakthrough of key common technology is of great significance to realize the self-reliance of high-level science and technology.This paper uses patent technology network analysis method, through constructing the inter-organizational cooperation network and technology network integrated analysis framework, selects two typical technologies named as “aircraft engine parts of hot end temperature protective coating”and “3D printing metal powder preparation and application”,to explore the evolution characteristics of key common technology networks.The results show the followings.(1)The core actors represented by leading enterprises, high-level research universities and top scientific research institutes cooperate with other innovation actors to integrate resources and tackle key common technologies;(2)Multiple actors such as universities, enterprises and research institutes form a complex multilateral network connect closely;(3)The key common technology network presents a “core-edge”structure, and related technologies are interrelated around the core technology nodes, forming multiple technology clusters;(4)With the continuous evolution of the network, the diffusion and spillover effects among the key common technologies are enhanced, which have a significant externality.The results provide implications for the distribution and management of key common technologies in China.
