【摘要】 新兴产业创新政策深刻影响产业发展布局及其综合优势提升，如何准确把握其演进规律，已成为政府制定与实施新兴产业创新政策亟待解决的重要课题。本文利用社会网络分析法和内容分析法识别新兴产业创新政策演进阶段，基于“产业领域-产业创新链-政策工具”三维分析框架揭示其阶段性特征和演化规律。研究发现，新兴产业创新政策经历了从注重技术改造和引进技术转向注重国际合作和产品出口，最终转向强调自主创新和产业结构升级的演变过程。在产业领域维度，新一代信息技术产业创新政策的各阶段支持力度最大且体系相对更成熟；在产业创新链维度，政策演进各阶段都更倾向支持产业化环节。政策工具主要聚焦人才、技术、知识产权等方面，需求型政策工具使用明显不足。更多还原

【Abstract】 The innovation policy of emerging industries profoundly affect the industrial development layout and comprehensive advantage enhancement.How to accurately grasp its evolution law has become an important issue for the government to formulate and implement the innovation policy.The innovation policy evolution stages of emerging industries are identified with content analysis and social network analysis method, and then the stage characteristics and evolution rule are revealed based on the three-dimensional analysis framework of “industrial field-Industrial Innovation Chain-policy tools”.It is found that the innovation policy have undergone the evolutionary process from focusing on technological transformation and technology introduction, to focusing on international cooperation and product export, and finally to focusing on independent innovation and industrial structure upgrading.In the industrial field dimension, the innovation policy of new generation information technology industry has the strongest support and relatively more mature system.In the industrial innovation chain dimension, the policy evolution in each stage is more inclined to support the industrialization.The policy tools mainly focus on talents, technologies and intellectual property rights, with demand-based policy tools obviously insufficient.更多还原
