【摘要】 目的：评价呼和浩特市基本公共卫生服务绩效情况，分析存在的问题并提出改进建议。方法：采用熵权优劣解距离法（TOPSIS法）与秩和比法及二者模糊联合模型进行评价指标体系构建，综合评价2021年呼和浩特市14家基层医疗卫生机构（包括城区内的社区卫生服务中心和乡镇卫生院）基本公共卫生服务绩效情况，研究共纳入23项基本公共卫生服务指标。结果：熵权TOPSIS法评价结果显示，权重排名前3位的指标分别为老年人中医药健康管理率、老年人健康管理率和卡介苗接种率，各基层医疗卫生机构Ci值在0.378～0.715之间；秩和比法评价结果显示，有3家基层医疗卫生机构基本公共卫生服务评价结果为优秀，评价为较差和中等的机构数量分别为2家和9家；二者评价结果与模糊联合模型评价结果的总体趋势基本一致。结论：呼和浩特市各地区基本公共卫生服务开展相对均衡，但也存在一定的地区差异，应加强对特殊人群的健康管理及关注度，持续推进呼和浩特市基本公共卫生服务建设。更多还原

【Abstract】 OBJECTIVE To evaluate the performance of basic public health services in a region of Hohhot, analyze the problems based on the data model, and make suggestions for improvement. METHODS To evaluate the performance of basic public health services in a region of Hohhot in 2021 by using the entropy-weighted optimal solution distance method(Technique for order preference by similarity to an ideal solution, TOPSIS) and the rank-sum ratio method(Rank-sum ratio, RSR), and the joint model of the two.The study was conducted to evaluate the performance of basic public health services in Hohhot in 2021. RESULTS It included 23evaluation indicators of basic public health services, among which the top three indicators in terms of weight were TCM health management rate for the elderly, health management rate for the elderly, and BCG vaccination rate. After the evaluation of entropyweighted TOPSIS, the Ci values of each region ranged from 0.378 to 0.715; the evaluation of RSR method showed that three community health service centers had excellent evaluation of basic public health services; the number of poor and moderate evaluations were two and nine, respectively; the results of both evaluations were basically consistent with the overall trend of fuzzy joint model.CONCLUSION The entropy-weighted TOPSIS and RSR joint model can evaluate the effectiveness of basic public health services in a more comprehensive and comprehensive way. The basic public health services in one district of Hohhot are relatively well carried out, but there are certain regional quality differences, and the staffing and special content of balanced primary health should be improved to continuously promote the construction of basic public health services in Hohhot.更多还原
