城市社区燃气事故应急能力评价体系构建研究
Study on the Construction of Evaluation System for Emergency Response Capability of Urban Community Gas Accidents
【摘要】 为建立科学有效的城市社区燃气事故应急能力评价体系,提高社区燃气事故应急能力,本研究基于“大安全、大应急”框架,以相关法规标准为指导,以霍尔三维结构模式作为分析工具,从时间、知识和逻辑三维度入手,在影响因素收集、备选评价指标体系、专家意见征询和现场实地调研基础上构建了包括9个一级指标和38个二级指标的城市社区燃气事故应急能力评价指标体系,有助于提升社区燃气事故应急能力,减轻燃气事故损失伤亡程度,筑牢城市安全防线,保护城市居民生命财产安全。
【Abstract】 In order to establish a scientific and effective evaluation system for the emergency response capability of urban community gas accidents, and improve the emergency response capability of community gas accidents, this study is based on the “Great Safety and Emergency” framework, guided by relevant regulations and standards, and using the Hall three-dimensional structural model as an analysis tool, starting from the three-dimensional dimensions of time, knowledge, and logic, and collecting influencing factors, selecting evaluation indicator systems. Based on expert consultation and on-site investigation, a city community gas accident emergency response capability evaluation index system has been constructed, including 9 first level indicators and 38 second level indicators.This helps to enhance the community gas accident emergency response capability, reduce the degree of gas accident losses and casualties, strengthen the city’s safety defense line, and protect the safety of urban residents’ lives and property.
