【Abstract】 The party’s 20th National Congress report of CPL puts forward strategies and tasks for public security, such as“Insisting on safety first and putting prevention first, establishing a framework for great safety and great emergency response, improving the public security system, and promoting the transformation of the public security governance model into an ex ante prevention model.” The implication is deep, the connotation is rich, the significance is extraordinary.From the perspective of scientific governance of public safety and emergency management, based on the idea of“Great Safety and Great Emergency”, the concept of“Safety and Emergency” is derived, this paper analyzes and probes into the construction of our country’s public security and emergency management system, the establishment of security and emergency management mode, and the promotion of public security and emergency management ability.更多还原
