【摘要】 冷战结束之后，非洲冲突呈现了一些新的特点。其冲突多属国内冲突，且具有示范和外溢效应。联合国和西方国家在强制和平失败之后，逐渐减少了对非洲的军事介入。由此，非洲国家开始了自主解决本大陆冲突的探索。西非国家经济共同体率先开始对利比里亚内战进行了干预，之后对本区域的其他冲突进行干预，对自主解决本区域的冲突进行了有益的探索。非洲联盟成立之后，开始了集体安全的建设。非洲联盟建立了“和平与安全”架构，并提出了“非漠视”原则，认为非洲联盟在特定情形下有权对冲突进行干预。非洲集体安全机制的建设在非洲国家自主解决非洲冲突中发挥了重要作用。非洲联盟和次区域组织成为解决非洲冲突中的重要力量。虽然如此，非洲在自主解决冲突中仍面临诸多挑战，其中包括资金匮乏、军事能力良莠不齐、恐怖主义的出现以及外部势力干预。这制约了非洲自主解决冲突的能力。非洲国家在冲突解决和集体安全的制度建设方面已经取得一定的进展，但非洲自主解决冲突仍任重而道远。更多还原

【Abstract】 After the cold war, African conflicts have taken on some new features. Most of the conflicts are domestic ones, which have demonstration and spillover effects. With the failure of forced peace, United Nations and the Western States reduced their military involvements of African conflicts. As a result, the African countries started their exploration on resolving African conflicts by Africans. Economic Community of West African States(ECOWAS) took the lead in intervening in Liberian civil war and other conflicts in the region, which make contributions to the exploration on Africans solving African problems. After the establishment of African Union, the construction of collective security mechanism started. African Union has established “Peace and Security Mechanism”, putting forward the principle of Non-indifference, which authorizes African Union to intervene in African domestic conflicts under specific situations. The construction of African collective security mechanism has an important effect on resolving African conflicts by Africans, which leads African Union and African sub-regional organizations to play an important role. However, there are many challenges, such as lacking of finance, uneven military capabilities, the emergence of terrorism and the intervention of external forces, which restrain Africa’s capacity in resolving conflicts on its own. Although African countries make much progress in conflicts resolution and the construction of African collective security mechanism, yet much more remains to be done in Africans resolving conflicts independently.更多还原
