我国公立医院薪酬制度存在的问题分析
Analysis on Existing Issues of Salary System of Public Hospitals in China
【摘要】 目的:梳理我国公立医院薪酬制度相关的现有研究,总结和系统归纳我国公立医院薪酬制度存在的问题,以期为后续公立医院薪酬制度相关研究提供参考。方法:运用文献边界分析方法,以CNKI和万方数据库为检索源,分析我国公立医院薪酬制度相关文献。利用Excel 2019绘制问题饱和曲线,并以卫生系统宏观模型为指导方法,对问题清单进一步归类。结果:最终筛选获得204篇有效文献,从“子模-概念-指标”3个维度归纳为30类问题,其中16类为结构层面的问题(53.33%),3类为过程层面的问题(10%),6类为结果层面的问题(20%),5类为外部子模问题(16.67%)。在此基础上进一步归纳得出,薪酬公平性、薪酬结构、激励机制、绩效考核等问题最为突出。结论:我国公立医院薪酬制度涉及层面众多,以系统性、整体性思维指导未来改革尤为关键。同时,对公立医院薪酬制度理论体系和医务人员人力资本价值的定量研究展开深入探讨也是下一步的研究方向。
【Abstract】 Objective: To review the existing research related to the salary system of public hospitals in China, generalize and analyze the problems existing in the salary system of public hospitals, so as to provide references for future research on the salary system of public hospitals. Methods: The literature boundary analysis was used to analyze the research literature of public hospitals’ salary system in China by CNKI and Wanfang Database, and Excel 2019 was used to draw a problem saturation curve. Under the guidance of the macro model of health system, these problems were further categorized. Results: A total of 204 valid articles were included in this study. According to the dimension of "submodule-concept-indicator", 30 kinds of questions were formed. The structural-level questions were mentioned the most(16 kinds, 53.33%), followed by process-level questions(3 kinds, 10%), result-level questions(6 kinds, 20%) and external submodule questions(5 kinds, 16.67%). It was further concluded that the issues of salary fairness, salary structure, incentive mechanism, and performance appraisal are the most prominent. Conclusion: The public hospitals’ salary system in China involves many levels. It is particularly critical to guide future reforms with systematic and holistic thinking. Besides, the next research direction is to conduct in-depth discussion on the theoretical framework of public hospitals’ salary system and the quantitative study of human capital value of medical staff.
