【摘要】 跨境高等教育有助于澜湄合作提质升级，对澜湄国家命运共同体建设有重要意义。当前，湄公河国家来华留学生规模日益扩大，合作办学项目逐渐增多、合作机构形式多样，澜湄跨境高等教育具备较好的合作基础与条件。然而，由于合作中顶层设计不足、教育供需信息不畅、区域合作规范不够完善，导致参与主体合力不强、合作结构有待优化，合作质量亟待提升。中国应充分发挥澜湄合作机制，引领区域高等教育发展；厘清合作的战略定位，精准对接各国需求；明晰合作重点，协同落实合作方案；强化战略保障，健全合作信息平台与制度体系建设，进而深化跨境高等教育合作，促进澜湄区域融合发展。更多还原

【Abstract】 Cross-border higher education contributes to the upgrading of the Lancang-Mekong cooperation and has great significance to the building of a community of a shared future among the Lancang-Mekong countries. At present, the number of the students from the Mekong countries studying in China is on the increase, and so is the number of cooperative school programs involving different cooperative institutions. The Lancang-Mekong cross-border higher education has fairly good foundations and conditions for cooperation. However, due to the lack of a systematic top-level design, poor information on education supply and demand, and imperfect regional cooperation norms, the cooperation level of the participants needs to be raised, the cooperation structure needs to be optimized, and the cooperation quality needs to be improved. Thus, China ought to bring the Lancang-Mekong cooperative mechanism into full play while leading the regional development of higher education, clarify the strategic positioning of cooperation and cooperation priorities, accurately align with the needs of these countries, coordinate the implementation of cooperation plans, strengthen strategic support, and improve cooperation information platforms and institutional systems, which will help boost the development of the cross-border higher education, and promote integrated development in the Lancang-Mekong region.更多还原
