【Abstract】 With the wide application of cloud computing, artificial intelligence, big data and other technologies in the medical and health field, the problem of information asymmetry in the medical and health field has been effectively changed. The application of new technology has created a new “digital divide” problem. From the perspective of rural residents, this paper analyzes the real dilemma of their use of Internet medical care, explores the three major factors that cause the “digital divide” in rural residents’ medical services, including rural residents’ demand, information technology and the supply of medical institutions, and draws a four-level and multi-level hierarchical structure by using ISM explanatory structure model.
