【摘要】 城市社区具有丰富的积极分子资源，他们是社区治理中的关键少数。社区通过“熟人圈子”党支部、党支部实体化、党支部功能扩张和组织生活特色化等方式动员与吸纳党员积极分子，以及通过人情动员、选举吸纳与激励等半正式治理机制，社区将积极分子动员起来并吸纳到社区治理体系中，能有效缓解社区治理的资源困境，提高社区治理成效。为提升积极分子参与社区治理的程度和效果，社区在动员积极分子的同时，还需要通过营造保护积极分子的舆论氛围，构建组织网络，完善对社区内破坏公共秩序、损害公共利益行为的制裁机制，增强法律与制度执行力等方面加强积极分子参与社区治理保护机制建设，提高积极分子参与社区治理的积极性，增强他们参与的荣誉感、获得感和可持续性。更多还原

【Abstract】 Urban communities have abundant resources of activists and they are a key minority in community governance.Through the “Circle of acquaintances”party branch,materialization of the Party branch,the function expansion of the party branch and the personalization of organizational life are the ways to mobilize and absorb party members and activists,and through human mobilization,election absorption and incentive mechanism and other semi-formal governance mechanisms,communities can effectively alleviate the resource dilemma of community governance and improve the effectiveness of community governance that mobilizing and absorbing activists into the community governance system.In order to enhance the degree and effect of activists’ participation in community governance,communities also need to strengthen the construction of protection mechanisms for activists to participate in community governance that build a public opinion atmosphere and organizational network to protect activists and improve the sanctions mechanism for behaviors that disrupt public order and harm public interests in the community,enhance the enforcement power of laws and systems,so that communities can motivate activists to participate in community governance constantly,and improve their sense of honor,gain and sustainability of participation.更多还原
