【摘要】 政府如何回应、落实同级人民代表大会代表建议，既是体现人大与政府间实然关系特征的一项重要内容，也是观测全过程人民民主实现过程的一个关键维度。现有相关研究的关注点多集中于政府即时性、非法定制度约束的回应表现，而对有严格程序规定和办理标准的法定回应着墨不多。围绕政府办理人大代表建议的回应行为及其表现，对D区人大代表建议交办—回复过程的参与式观察表明：与任务难度和目标契合情况相关联，政府的回应过程呈现出规范型、转化型、挂账型和解释型等四种模式。政府采取多样回应模式本质上是在法定制度框架中通过对问题情境的自主甄别，作出的兼具程序合规性和治理有效性的策略选择，依次体现出底线、现实、发展的三层治理逻辑递进。研究认为，进一步提升政府办理人大代表建议的绩效，可从释放联络站点载体功能、落实代表履职奖惩机制、探索系统评估答复意见和推进办理结果与绩效考核相衔接等方面实现改进。更多还原

【Abstract】 How the government responds to and implements the proposals of deputies to the Local People’s Congress(LPC) is an important content to reflect the characteristics of the actual relationship between the LPC and the government, and also a key dimension to observe the realization process of the whole-process people’s democracy. The focus of relevant research is mainly on the response performance of government’s immediate and non-legal system constraints,while the focus on legal response with strict procedural provisions and handling standards is not sufficient. Focusing on the theme of response behavior and performance of government in handling the proposals of deputies to the LPC, the participatory observational research of the process of responding to the proposals of deputies to the LPC of D district shows that,in connection with difficulty of the task and correspondency to the goal, the government’s response process presents four modes:normative,transformational,promised and interpretative. The diversified modes adopted by the government are strategic choices that have both procedural compliance and governance effectiveness through the independent screening of the problem situation in the legal system framework,reflecting respectively three-level progressive logic from bottom line to reality and to development. In order to improve the performance of government’s handling of proposals,this study believes that improvements can be achieved in unleashing the carrier function of liaison offices,implementing the reward and punishment mechanism for the performance of deputies,exploring the systematic evaluation of response,and promoting the connection between the handling results and performance evaluation.更多还原
