【摘要】 项目制是一种有效的国家治理手段，在公共文化服务和产品供给过程中发挥着重要作用。文化类PPP、文化惠民工程、国家公共文化服务体系示范区和示范项目等公共文化服务项目制实践层出不穷，为我国公共文化建设事业注入了新的活力。本研究基于国家公共文化服务体系示范项目案例，运用扎根理论探索影响公共文化服务项目制建设的关键因素，并进一步理顺故事逻辑线，搭建出“基础资源—发展理念—配套制度”的理论模型。在此基础上，采用模糊集定性比较分析方法对理论模型进行验证，并实证探讨了公共文化服务项目制取得预期成效的影响机制，提出资源—理念驱动型、资源—制度驱动型和全面驱动型等建设路径。更多还原

【Abstract】 The project system is an effective means of national governance and plays an important role in the process of public cultural services and product supply. The practice of public cultural service project system such as cultural PPP, cultural benefit project, national public cultural service system demonstration areas and demonstration projects has emerged in an endless stream, injecting new vitality into China’s public cultural construction. Based on the case of the demonstration project of the national public cultural service system, this study uses the grounded theory to explore the key factors affecting the construction of the public cultural service project system, further straightens out the logic of the story, and builds a theoretical model of “basic resourcedevelopment concept-supporting system”. Based on the research above, the fuzzy set qualitative comparative analysis method is used to verify the theoretical model, and the mechanism of the expected effect of the public cultural service project system is empirically discussed. Finally, the construction paths of resource-concept driven,resource-system driven,and all-round driven are proposed.更多还原
