【摘要】 随着大数据时代的来临以及数字技术的迅猛发展，各地搭建了不少联系群众、吸纳民意、畅通服务的网络参与平台。然而，一些网络参与平台的吸纳效果不尽如人意，政府平台建设的“热”与公众使用的“冷”形成鲜明的对照。以行为助推理论为基础，融合数字技术发展起来的“数字化助推”模式为网络参与平台建设与发展提供了新方向。对广州市数字化平台“共筑清水梦”的个案研究发现，“数字化助推”通过有序推进公众参与水环境治理，形成了具有阶段性、引导性和针对性的数字化助推策略，让公众参与成为建设“现代环境治理体系”的重要补充。其应用出现了三个迭代过程：在政府吸纳公众参与阶段，数字传媒技术与显著型助推融合打造“数字科普”；在公众配合政府参与阶段，互联技术融合社会型助推创建“数字社群”；在公众主动参与阶段，数据预警技术与启动型助推结合，打造“智慧众包”机制。助推策略成为数字建设的“支点”，撬动公众行为改变，为环境领域参与注入新可能。未来应进一步拓宽“数字化助推”的应用机制，汇聚更多社会力量促进河湖“长治久清”。更多还原
