【Abstract】 The construction of marine ecological civilization in the new era is a systematic project with complex structure. Xi Jinping’s concept of marine ecological civilization is a theoretical innovation and practical guide to the ecological governance of the “blue land”, which contains rich systematic thinking characteristics.
