【摘要】 城市遗产空间的保护与利用是保持城市活力、延续历史记忆的重要基础，客观认识遗产空间周边用地建设的限制性影响，对稳定遗产保护与城市开发的平衡关系具有现实意义。文章以西安小雁塔历史文化片区为例，对遗产空间周边建设用地效率变化进行测度，并引入帕累托最优理论探讨遗产保护与用地效率间的阶段性平衡的形成机制。研究认为，随着对城市遗产空间管控范围的扩大，限制性影响的程度显著增强，建设用地效率的减损不容忽视，城市政府需要制定合理的公共政策进行规划干预。更多还原

【Abstract】 The conservation and utilization of urban heritage space is an important foundation for maintaining the vitality of cities and perpetuating historical memory, an objective understanding of the restrictive impact of land construction around heritage spaces is of practical signifi cance to stabilize the balance between heritage conservation and urban development. Taking the Xiaoyanta historical cultural area of Xi’an as an example, the article measures the changes of construction land e ffi ciency around the heritage space and introduces the pareto optimal theory to explore the formation mechanisms of the stage equilibrium state between heritage conservation and land use e ffi ciency. The study concludes that with the expansion of control scope over urban heritage spatial, the degree of restrictive infl uence is signifi cantly increasing, the impairment of construction land e ffi ciency cannot be ignored, and urban governments need reasonable public policies for planning and intervention.更多还原
