【摘要】 健康治理视角下，运用“理念-体系-能力-评估”分析框架研究发现，促进实现健康老龄化是理念转变引领体系重塑、能力变革，再到评估导向转型的过程。理念上，将人群的健康问题上升为国家战略；体系上，形成更加系统完备成熟的制度体系；能力上，提升全社会参与和全因素治理能力；评估上，构建以健康为导向的评估指标体系。最终，以提高全体老年人健康水平和生命质量为目标，最大限度地预防或延缓老年疾病发生。更多还原

【Abstract】 The process of population aging is accompanied by the whole process of building a socialist modern country in an all-round way. Promoting the realization of healthy aging is a necessary question for the modernization drive. From the perspective of health governance, the research using the analytical framework of "concept-system-capability-evaluation" found that promoting healthy aging is a process of concept transformation leading to system remodeling, capability transformation and evaluation-oriented transformation. In terms of concept, the issue of population health is elevated to a national strategic issue. In terms of system, we should form a more systematic and mature system. In terms of capacity, we should enhance the ability of the whole society to participate in and govern by all factors. In terms of evaluation, we should build a health-oriented evaluation index system. Healthy aging aims at improving the health level and quality of life of all the elderly and preventing or delaying the occurrence of diseases in the elderly to the maximum extent.更多还原
