【摘要】 运用文献资料法等对日本残障人体育发展现状、经验进行梳理，提出对我国的启示。日本残障人体育发展经验：注重体育政策法规引领，满足国家战略发展需要；基于大量实证调查，针对性布置体育活动；完善无障碍体育设施，建立体育文化中心；通过调查与分类，完善体育人力资源认证与培养体系。对我国的启示：强化政策法规引领作用，注重更新与实践；加强实证调查，以残障人体育实际需求为核心；高效率优化资源配置，盘活体育场地设施资源并进行多功能配套；构建多元化人力资源培养认证体系，合理配置体育人力资源。更多还原

【Abstract】 By using the method of literature review, this paper summarized the current situation and experience of the development of sports for the disabled in Japan, and proposed the enlightenment to China. Implementation experience: It pays attention to sports policies and regulations to meet the needs of national strategic development, targets the allocation of physical activity based on a large number of empirical investigations, improves barrier-free sports facilities and establishes sports and culture centers, and investigates and classifies to improve the sports human resources certification and training system. Enlightenment to China: In terms of policies and regulations, we should strengthen the leading role of policies and regulations, pay attention to the updating and practice of policies and regulations.In terms of participation in sports activities, we should carry out empirical investigation with the actual sports needs of disabled people as the core. We should efficiently optimize the allocation of resources,revitalize the resources of sports venues and facilities, and carry out multi-functional supporting facilities.
