市域文化治理与人的全面发展
【摘要】 <正>文化伴随着世界城市的发展已经走过几个世纪,其间人的演化与文化的互构共同绘就了城市文明的画卷。对中国而言,改革开放40多年来城市化发展迅猛,且初期以市场经济为主导,文化、社会及人的发展虽浸润其中,受其推动,但步伐整体相对滞后。2023年10月,习近平总书记在全国宣传文化工作会议上强调,“着力赓续中华文脉、推动中华优秀传统文化创造性转化和创性新发展”,
【Abstract】 Today’s China can be called “urban China”. Urban construction has long been carrying the national mission, social welfare and people’s happiness, driving the miraculous leap of Chinese path to modernization. Guided by the concept of people’s city, the new model of Chinese-style cities is emerging. Professor Ma Xiheng pointed out that on the basis of further clarifying the inherent logic between the people’s city and the municipal social governance, we need to promote the construction of the municipal social community and provide basic support and powerful engines for Chinese-style modernization. Professor Sang Yucheng believes that we should focus on building a city governance system with the cooperation of government and society, balance of power and rights, and complementarity of system and technology. Professor Huang Xiaochun proposed that we should solve the key bottlenecks in the construction of the people’s city with the concept of whole-process people participation, and promote the integration of wholeprocess people participation into relevant reforms related to urban governance modernization. Professor Tian Yipeng believes that avoiding “civil engineering” and “singularity”, and organically combining the three forces of government, market and society are the keys to the construction of a complete community in the future. Professor He Xuesong focuses on “livable cities” and believes that the “people-centered” proximity requires the construction of a neighboring living circle, a neighboring cooperation network, and a neighboring emotional community, which will lay a solid foundation for the people’s city. Professor Liu Neng focuses on “resilient cities” and points out that the evolution from resilient cities to resilient people’s cities will incorporate the overall welfare of the entire population of the city, fully reflecting the basic meaning of people’s cities. Associate Professor Ge Tianren focused on “smart cities” and proposed a new Chinese-style “trinity” model of modern urban governance. Professor Min Xueqin proposed that urban governance in the context of urban culture should allow culture to return to the city, govern the city with culture, and make culture a bridge to promote connections between people, people and cities, people and the past, people and the future.
