【摘要】 党建引领是中国基层治理现代化的重要特色，也是其得以实现的关键保障。从价值共创理论视角来看，党建引领基层治理的实质是把众多分散的行动者整合进一个开放稳定的基层治理生态系统，共同创造可共享的价值。在当前基层治理过程中，各地深入推进以党建引领基层治理，形成了网格党建、红色物业、党群服务中心、党建联建、党群志愿服务等主要实践模式，在一定程度上化解了基层治理困境，展现出了价值共创的效应。展望未来，应当朝着“可持续的价值共创”目标，从“情境—平台—手段”三个方面入手持续建设基层治理生态系统，即以总体性价值塑造共同价值观念，以建设性空间制造交往基础设施，以治理型组织构造能动资源体系，进而支撑基层治理现代化的发展。更多还原

【Abstract】 Party-building leading is an important feature of Chinese grassroots governance modernization and a key guarantee for its realization. From the perspective of value co-creation theory, it is pointed out that the essence of party-building leading is to integrate many scattered actors into an open and stable grassroots governance ecosystem and jointly create value that can be shared. In the current process of grassroots governance, local authorities have deepened party-building to lead grassroots governance, forming major practice models such as “grid-typed party-building”, “red property management”, “Party and mass service center”, “joint party-building”, and “party and mass volunteering”. To a certain extent, these models have solved the dilemma of grassroots governance and demonstrated the value co-creation effect. In the future, we should continue to build a grassroots governance ecosystem from the three aspects of “situation-platform-means” towards the goal of “sustainable value co-creation”, that is, shape common values with totality value, create communication infrastructure with constructive space, and construct a dynamic operant resource system with governance-oriented organization, so as to support the development of Chinese grassroots governance modernization.更多还原
