【Abstract】 Facing the new task of promoting the high-quality development of new-type urbanization, in response to the governance risks and tests brought by the development pattern and trend of the rapid accumulation of population and resources into cities, the whole-process of people’s democracy achieves the democracy by adhering to the grassroots party-building leading democratic decision-making, implementation, supervision, and pursues a closed-loop democratic practice form rich in grassroots, practicality and authenticity, so as to promote the transformation of the meaning of grassroots governance, the optimization of power operation mode and the innovation of governance model. Facing the development needs of modernization, refinement and digitalization of governance, it is necessary to effectively gather the consensus of the whole people with the effective presence of grassroots governance subjects, achieve full-chain governance with the institutionalization of democratic decision-making, promote the whole-process participation with long-term supply of governance resources, and achieve whole-process response through the democratic accountability and performance evaluation mechanisms, so as to provide new momentum for urban grassroots governance.更多还原
